Richmond, California bans use of space weapons and targeting of individuals

THE CITY OF RICHMOND, CALIFORNIA, is a SAFE HAVEN for targeted individuals.  The city has passed a resolution banning gang stalking, space based weapons, etc.

RESOLUTION NO. I-1

RESOLUTION OF THE COUNCIL OF THE CITY OF RICHMOND, CALIFORNIA IN SUPPORT OF THE SPACE PRESERVATION ACT AND THE SPACE PRESERVATION TREATY TO PERMANENTLY BAN SPACE-BASED WEAPONS

WHEREAS, the Space Preservation Act and the companion Space Preservation Treaty has established a permanent ban on all space-based weapons, on the use of weapons to destroy or damage objects or persons from or that are in orbit; and the permanent termination of research and development, testing, manufacturing, production and deployment of all space-based weapons; and

WHEREAS, the Space Preservation Act, companion to the Space Preservation Treaty, introduced by U.S. Congressmen Dennis Kucinich (D-Ohio), requires the U.S. President to continue enforcement of banning space-based weapons and the use of weapons to destroy or damage persons or objects that are in or from orbit; and

WHEREAS, the Space Preservation Treaty has established an outer space peacekeeping agency to monitor outer space and enforce the permanent ban of space-based weapons. In addition, this legislation serves as a safeguard for targeted individuals who claim to be under assault from weaponry that should be outlawed by the Space Preservation Act.

WHEREAS, the well-being of all residents is of the upmost importance to the City of Richmond.

NOW THEREFORE BE IT RESOLVED that the City Council of the City of Richmond hereby supports the Space Preservation Act and companion Space Preservation Treaty, to ensure that individuals will not be targets of space-based weapons.

Penny Jackson and other Las Vegas / Nevada Officials Targeting Individuals with Remote Neural Monitoring and Harassment

If anyone else has been targeted by Penny Jackson of Care Transitional Housing, Care Community Corner, or Counseling Services Plus Inc, of Las Vegas, Nevada, please get in touch with me.  Penny Jackson had several halfway houses in las vegas.  One or more was/were closed down because they did not have business licenses to operate or had sex offenders living in them.  Several are again operating now I believe.

Penny Jackson has led a series of continued harrassing attacks against me using remote neural monitoring and other technological weapons in violation of my state and federal constitutional rights and other laws, including international human rights law.  This is what she looks like:

She fraudulently manipulated my family and state/federal officials into illegally fashioning a retaliation crew called the "TERROR SQUAD", made up of NDOC officials and ex co-workers (c/o's RUIZ,RATCLIFF,MARTIN,PYSCH O'CONNOR,EX CONS ANGEL TONI,JAMES BROWN AND MICHEAL CHILTON to name a few at this point and time) along with her family and friends to retaliate against me for so called being the down fall to her half way houses and profit off it to use her unlicensed new psychological tests such as hypnosis and fabricating delusions and false realities using illicit drugs then taking her results to various entities to pursue even more dramatic inhumane unconstitutional practices resulting in a radical new crueler remote neural monitoring/gang stalking approach leading to my near death on numerous occasions the loss of my jobs family bonds ultimately leading me to a depressed oppressed state of life incapable of being able to go out in public or trust anyone or anything yet as she tells it this program was designed to help me succeed using celebrities,promises,threats,blackmail,and manipulation and deceit to distract and confuse me only to be lied to and lead into another web of tactics ultimately concluding i owe 6 months of so called WRITE-UP FREE in order for me to get them to stop yet somehow i can never seem to complete this so called game after nearly 2 yrs now.   This is what she looks like:

This blog is being created to document REMOTE NEURAL MONITORING and MIND CONTROL torture and gang stalking from Nevada (Las Vegas) which has crossed state lines.  I will add more posts to document these tactics as well as provide links and other evidence.  In the meantime feel free to contact me if you have experienced this out of Nevada.  I am hoping to hear from individuals who have suffered the same so we can file a class action suit to stop the harassment and torture.  I have filed a complaint with the US Dept of Justice and will be filing my own civil rights action shortly, all of which I will document here.
